1945: "A lookout tower on the East Point of Blue Mountain is mandatory this year as the tree and platform used for the past ten years is unsafe for men to use. We suggest a 20-foot steel (if possible) or wood tower with a 6x6 open platform and guard rail with inside ladder and rails. Also center stand for fire finder. The tower could be framed at the Alturas shop dismantled and hauled to Blue Mountain and set up. The lookout man could be used on this work if early in the season."
