1930: In the spring the Los Angeles County Forestry Department constructed a lookout northwest of the Pacoima warehouse.
June 30, 1931: "Lookout tower was constructed on Pacoima Peak, which is County owned property. This tower was primarily established to overcome the haze situation along the foothills between Pacoima and Big Tujunga Canyons, which impairs visibility from both Oat Mountain and Mt. Lukens Towers. As the Construction Division report will show, additional telephone lines were constructed and motorways built." (Los Angeles County Forestry Department Annual Report -Fiscal Year ending 6/30/1931)
