The lookout was constructed by the City of Los Angeles with the cooperation of the Los Angeles County Forestry Department.
September 2, 1924: "Fire and Police protection are also being arranged for this vast section which covers upward of 400 square miles, being 27 miles long and 15 miles wide. Fire Chief Scott has detailed two men as fire rangers and stations for a telephone system are to be installed, with a lookout on Mt. San Vicente. It is desired to have a special brush fire-fighting force such as no other city has or needs, at the present time, but which, it is claimed, is necessary at once in that district to prevent spread of flames which may break out in the brush at any time."
